Carroll County is one of the smallest of Ohio's counties and was named for the last surviving signer of the Declaration of Independence, Charles Carroll of Carrollton, Maryland. Charles Carroll who died just 1 month before Carroll County was created in December of 1832 from portions of Columbiana, Harrison, Jefferson, Stark and Tuscarawas counties, a common practice for the Ohio legislature when areas became more populated and the state found a need to have a county courthouse in a more centrally located.
